Question: Where do I "issue commands"?

Answer #1:

Type them into a console/command prompt. If you are on windows, go to Start->Run and type cmd . This will bring up the window you can type into.

But, those instructions seem to be for a *nix system. The idea is the same, typing into a command prompt, I'm just not sure how to bring it up on other systems.
