Answer #1:

From what i can tell there is photoshop (or GIMP), adobe illustrator and some 3D Studio Max.

I don't know of any alternative for them but maybe someone knows.

That would be photoshop. it's definitely on the expensive side too.
and it can be free if you got it illegally. torrents etc.

That's my workshop.
From experience of making signatures and avatars, I can tell you that the advanced signature and avatar makers use Photoshop Element 8.8, with a little help from Photobucket, Paint, GIMP and Microsoft Word.
